App administration and billing are different

You administer Jira or Confluence, but the invoice list does not appear. With Atlassian, first distinguish app administration from billing account administration. In improved billing, an organization or site administrator may not have access to Billing accounts unless they also have billing admin rights.

Atlassian explains the role differences →

To find the documents, prepare the company name, the address of the site in use and the required period. Add the apps concerned, such as Jira and Confluence. Give these identifying details to the current billing administrator.

First identify the billing system in use

In the improved system, an authorized billing admin opens admin.atlassian.com/billing, selects the correct billing account and then Invoices. They choose Download for the required document to obtain the PDF.

Atlassian also describes the original system through my.atlassian.com → Orders → PDF/Invoice, available to the relevant billing or technical contacts. If your environment looks different, confirm the system in use with its administrator. Do not look for the new system’s entries in an old account without that check.

Both routes are in the official guide →

Check the entire PDF’s contents

Compare the customer, number, date, billed services and period in the document. Atlassian states that a bill may contain apps, collections and Marketplace apps. Some jointly billed purchases also include a list of linked subscriptions. Keep every page.

The document may be labeled Tax invoice / Receipt or Tax invoice depending on payment status. Keep the name and contents supplied by the provider. Paid or Due status alone does not tell you whether you selected the correct company bill.

One bill does not necessarily mean one app

In a hypothetical example, Tereza requests documents for company A’s Jira and Confluence. The billing admin downloads a document containing both services. Tereza checks the entries and explains in her accompanying message that the PDF covers both requests.

If one app is billed by another account or supplier, she keeps a separate open entry for it. She does not assume completeness simply because the same team uses the apps.

Ask the billing administrator to find the documents

Your request could say: “Please send the original PDF bill for Jira and Confluence for company A’s site for the September period. Check the correct billing account, jointly billed apps and any separate documents.”

If the administrator cannot find the document, provide a known order number or earlier invoice number to take up with support. Record a specific person responsible for the missing entry’s next step.

Finally, hand over the complete documents and state which requested services they cover. Your accountant then does not have to infer the relationship between Jira and Confluence solely from the logged-in administrator’s name.
